COP15: Meaningful Deal or Face Saving Measure?
UPDATE: The Washington Post has posted a PDF of the accord. Notable in the text: measurement, reporting and verification by non-annex I parties (ie. China), will be reported by national governments every two years.
World leaders have announced the outlines of a deal on climate change at the Copenhagen summit but, from the few details that have emerged, it doesn’t look like significant progress.
The New York Times is reporting the U.S. President Barack Obama “burst into” a meeting of Chinese, Indian and Brazilian leaders and insisted that they not negotiate in secret.
The deal includes language about creating a framework verification of emissions and commits to emissions cuts of 50 percent by 2050. But the draft calls for a deal to be in place by 2016. We’ll update more as we get more details on the deal.
