Cap – And – Trade: A Primer [Video]
Cap-and-trade, we heard a lot about it this summer as the House debated Waxman – Markey. It is also what led to a string of Fortune 500 companies walking out from the U.S. Chamber of Commerce earlier this month. And it will likely be fueling much of the debates in the Senate as it tackles its own version of a climate change and energy bill.
